The paper examines what happens if robots end up taking jobs from humans and how this will affect public policy.

Economist Larry Summers has predicted that if current trends continue, one-quarter of middle-aged men of the next generation will be out of work at any given time.

We need to figure out how to provide benefits to those left behind in the new economy.
